* `search-scope`: `hotbar` searches slots 0-8; `inventory` searches the whole player storage inventory.
* `cooldown-ticks`: minimum interval between checks for the same player.
* `fortune-multiplier-per-level`: Fortune level multiplier used when scoring candidate tools.
